天津改为特别市后，城市的成长进入了“鼎盛”时期。城市经济充分发展，华界以及英、法、日、意等国的租界建设亦日臻完善，城市功能不断得到加强。这幅“天津特别市现行区域图”系天津特别市土地局于1930年(中华民国十九年) 7月印制发行，质量较高，比该局此前印行的“天津特别市街市全图”编绘精细，下端还附有简要的文字说明，反映了当时和天津建成区不断扩展的状况。
该图现藏国家图书馆，原图规格为 540mm x 785 mm。
